Policies on the Charging Pile Industry in China and Selected Provinces/Municipalities: Optimizing the Grid Connection Process for Charging Pile Installation

03/13/2026

Charging piles, also known as Electric Vehicle Charging Stations or Electric Vehicle Supply Equipment, are devices that provide electrical energy to electric vehicles, enabling them to store sufficient power to support their operation.

Policies on the Charging Pile Industry in China

To expand the application of the charging pile industry, China has successively introduced multiple policies. For instance, in December 2025, the National Development and Reform Commission and the National Energy Administration jointly issued the Guiding Opinions on Promoting High-Quality Development of the Power Grid. The document emphasizes optimizing the grid connection process for charging pile installation, promoting the compliance of charging facilities in newly built residential areas, and improving the conditions for installing charging piles in existing residential communities and rural areas.

Policies on the Charging Pile Industry in Various Provinces and Municipalities

Provinces and municipalities across China have also actively responded to national policy guidelines by formulating specific plans to support the stable development of the local charging pile industry. For example, Hebei Province issued the Hebei Province Industrial Cluster "Shared Logistics" Action Plan, which promotes the establishment of a "county-level center + township shared warehouses + village-level service points" system and supports the construction of charging piles, charging stations, and hydrogen refueling stations within industrial clusters. Beijing Municipality released the Several Measures of Beijing Economic-Technological Development Area on Accelerating the Construction of the "Beijing Yizhuang · Intelligent Automotive Manufacturing Innovation City", which calls for deploying new energy vehicle energy replenishment facilities such as hydrogen energy, high-power charging, smart orderly charging, and integrated "photovoltaic-storage-charging-discharging" stations, advancing the construction of vehicle-road coordination infrastructure, and building a user-friendly environment that supports the integration of "vehicle-road-energy-cloud" for new energy smart vehicles.
