Green Power refers to the conversion of renewable energy sources, such as wind and solar energy, into electricity using specific power generation facilities, such as wind turbines and solar photovoltaic cells.


Policies on the Green Power Industry in China

To expand the application of the green power industry, China has successively introduced multiple policies. For instance, in February 2026, the General Office of the State Council issued the Implementation Opinions on Improving the Nationally Unified Electricity Market System, which called for accelerating the establishment of a green power consumption certification mechanism. The policy advocates comprehensively integrating technologies such as blockchain to conduct full-chain certification covering green power production, consumption, and other stages. It emphasizes continuously strengthening the traceability of green power consumption, exploring feasible pathways to incorporate green electricity certificates into carbon emission accounting, improving the green power standard system, enhancing international communication and dialogue on green certificate applications and accounting, and promoting the transformation of China’s green power consumption standards into international standards.

 

Policies on the Green Power Industry in Provinces and Municipalities

Provinces and municipalities across China have also actively responded to national policy guidelines, formulating specific plans to support the stable development of the local green power industry. For example, Sichuan Province issued the Sichuan Province Action Plan for Building a Full‑Cycle and Full‑Process Green Manufacturing System, which proposes pilot projects for coordinated layout of "green power + computing power" in suitable regions. Yunnan Province released the Yunnan Province Industrial Park Development Action Plan, which innovates a development pathway of "green power + intelligent computing" and actively seeks to build regional computing power hubs.
